A Q1 2025 report by SportData Asia revealed that Malaysia saw a 24% year-over-year increase in mobile betting users. European football was identified as the primary driver, accounting for over 52% of all mobile wagers.
“Watching the game and placing a bet simultaneously through your phone has become the norm. Many platforms offer live odds updates and real-time analytics, making betting more engaging and immersive,” said Dr. Amiruddin, a local gambling behavior researcher.
The surge in mobile betting is especially pronounced among the younger demographic. Users aged 21 to 35 contributed to over 60% of mobile betting volumes.
Betting Platforms Embrace Digital Innovation
To capitalize on the mobile trend, several Malaysian betting operators have launched dedicated apps packed with features like live scores, match previews, personalized notifications, and instant payouts.
Sports Toto Malaysia recently announced an upgrade to its mobile platform, introducing “virtual sports” and “in-play betting” options to enhance around-the-clock engagement.
Some platforms are also integrating artificial intelligence tools to help users make more data-driven betting decisions — a move aimed at attracting the younger, more tech-savvy crowd.
Legal Loopholes and Regulatory Gaps
Despite technological advances, Malaysia’s legal framework remains outdated. The Betting Act 1953 still governs most gambling activities, making it inadequate for regulating mobile betting and digital payment methods.
This regulatory lag has allowed illegal online betting platforms to thrive in the shadows. Estimates suggest that Malaysia’s illegal betting market is 1.5 to 2 times the size of the legal market, costing the government over RM3 billion in lost tax revenue annually.
The Ministry of Home Affairs has pledged to intensify crackdowns on unauthorized gambling sites and is exploring legislative updates to address digital-era practices, including mobile apps and cryptocurrency transactions.
Social Risks and Gambling Addiction
While mobile betting brings economic opportunities and market dynamism, it also poses growing social risks. Experts warn that the ease and privacy of mobile betting could lead to increased gambling addiction, especially among young adults.
Sociologists and public health advocates are calling on both the government and operators to promote responsible gambling practices, improve user education, and develop real-time monitoring systems to detect risky behavior early.

Despite its challenges, mobile betting is poised to continue its dominance in Malaysia’s gambling landscape. With widespread 5G coverage, the rise of e-wallets, and emerging technologies like VR and AR, the betting experience is becoming increasingly digital and interactive.
