Two of the United States’ largest casino operators — Wynn Resorts and Boyd Gaming — have indicated they are prepared to expand into Georgia should the state move to legalize casino gambling.
At a House study committee hearing this week, Christopher Gordon, president of Wynn Development, said the company would consider Georgia locations if legislation changes. He highlighted the firm’s Encore Boston Harbor resort, a $2.6 billion project launched in 2019, which has already generated more than $1 billion in tax revenue for Massachusetts.
“These developments are economic engines if done right and managed by the right operators,” Gordon said, suggesting a Georgia resort could deliver thousands of jobs and significant fiscal gains.
Boyd Gaming voiced similar enthusiasm. According to Bisnow, the company’s Vice President for Government Affairs, Ryan Soultz, told lawmakers Boyd would actively pursue opportunities in Georgia should legalization be approved.
Legislative Barriers Persist
Georgia has a long history of rejecting gambling expansion. Proposals for casinos were voted down in 2018, while a March 2024 attempt to put both sports betting and casinos on a statewide ballot also failed — the seventh consecutive year such measures have collapsed in the legislature.
Lawmakers are expected to revisit the issue in January 2026. If a bill wins the required supermajorities in both chambers, the measure could go before voters in a November 2026 referendum.
Economic Promise vs. Opposition
Proponents argue casinos could boost employment, tourism, and state revenue. However, critics highlight deep-rooted opposition:
- Religious and cultural groups fear higher crime, family instability, and addiction.
- Skeptics question whether casinos generate new spending or simply divert existing entertainment dollars.
- Opponents also note that Georgia’s lottery already funds education with substantial returns, reducing the need for additional gambling revenue.
A Defining Period Ahead
The 2025 legislative session is likely to be pivotal. For the first time in years, major operators have openly expressed readiness to invest heavily if Georgia opens its doors.
