he Western Cape Gambling and Racing Board (WCGRB) has reaffirmed its dedication to upholding regulatory excellence and expanding international cooperation through a recent two-day workshop with officials from the Republic of Zambia and the Betting and iGaming Association of Zambia (BiGA).
This high-level engagement focused on sharing expertise, best practices, and strategies aimed at strengthening regulatory frameworks in both jurisdictions. The initiative supports WCGRB’s broader objective of fostering a fair, efficient, and forward-thinking regulatory landscape.
Strategic Vision Aligned with 2030 Goals
The workshop coincided with the WCGRB’s 2025–2030 strategic plan, which is rooted in South Africa’s National Development Plan. Chairman Mr. C. Bassuday emphasized that the Board’s strategy is aligned with the Western Cape Provincial Strategic Plan (PSP), ensuring it meets both national and provincial priorities.
This multi-year roadmap outlines specific goals, performance metrics, and implementation plans under the Medium-Term Expenditure Framework (MTEF). It emphasizes operational efficiency and socio-economic development while promoting responsible and effective regulation.
Advancing Effective Oversight
At its core, the WCGRB is mandated to regulate the gambling and horse racing sectors within the Western Cape. The organization’s key objectives include:
- Providing a stable and efficient regulatory environment
- Cultivating public trust through transparency and the elimination of illegal or corrupt gambling practices
- Supporting economic development through innovation and socially responsible regulation
The workshop underscored these goals by facilitating direct dialogue with international counterparts, thereby enriching the Board’s understanding of global regulatory trends and tools.
Building Bridges for Future Collaboration
The visit of the Zambian delegation marked a step toward greater international cooperation in the gambling sector. By opening its doors to peer regulators, WCGRB demonstrated its commitment to transparency, collaboration, and strengthening industry integrity.
The event also laid the groundwork for potential future partnerships, data-sharing initiatives, and regulatory benchmarking exercises. Such exchanges are vital to developing harmonized standards that ensure industry sustainability and public protection.
Looking Ahead
With its eyes set on 2030, the WCGRB continues to position itself as a proactive and collaborative regulator. By engaging international stakeholders and sharing its regulatory insights, the Board is shaping a gambling environment in the Western Cape that is robust, accountable, and rooted in social responsibility.
